Sure, however the Debian menu item now shows fine.

Well, I don't know. The first step would be get into an environment which
exposes the problem like mine. Then, it's just a matter of opening the menu,
clicking on the item and watching the bouncing icon disappear after a timeout
while nothing happens.
I can't say which systems are affected, but as I said, I use KDE. This happens
on an install different from the one I first experienced the bug on. I imagine
it's not hard to get such an install.
Synaptic doesn't have this problem. It could be used for reference.
The Debian menu item comes from /usr/share/menu/gparted.
