Thank you for this bug report. Package removals are handled by deborphan, so you might wanna experiment with different deborphan options than those configured with upgrade-system. For example, to reproduce what upgrade-system uses: deborphan --guess-all --libdevel --priority=2 One quick change to try is to change the priority to 3 and see if it helps. Martin-Éric
