Good question. I think I'd go with the second option to avoid messing with a conffile and to ensure a sensible default. And I agree that ignoring the old logfile is no huge problem; after all this is unstable :) If it's mentioned in the changelog and/or README.Debian and/or NEWS.Debian, the admin can still decide to salvage it.
