the binary package liballegro4.2-dev was renamed to liballegro4-dev, but cruft-report did not remove the old liballegro4.2-dev from unstable. I suspect that is because there are packages that build-depend on liballegro4.2-dev (unversioned). That should be fine, because the new liballegro4-dev provides liballegro4.2-dev.
