I am running gnome 3.8, including gnome-settings-daemon 3.8. In 3.8, there is a hard dependency on systemd. This includes calls to systemd's hibernate and suspend scripts for the power management. Debian does not have a properly up to date version of systemd, also there is some push-back as to whether debian should fully adopt systemd. I think it would make sense to either make this action configurable or revert to using the previous pm-utils / upower system.
