My suggestion would be to talk with upstream of those projects. My main concern into jai-core was for dcm4chee and they are providing also Debian packages on their side: http://cdmedicpacsweb.sourceforge.net/CDMEDIC_PACS_WEB.html Perhaps it makes sense to talk to these people. I'd prefer if some Java knowledged person would do the first steps (and also CC debian-med list) but if there is no volunteer I might start the initial contact which I would like to be backed up by some Java adicted people if it comes to technical details.
