I really appreciate both your feedback, and your maintenance of Armadillo within Debian. As you know, I also understand how Debian works, and still chose to package RcppArmadillo the way I did. As an upstream package it a) does not run configure (or rather: cmake) b) does not link >From R, we get all required tests, as well as linking against LAPACK and BLAS. RcppArmadillo really is just for R's use, and the cross-OS, cross-distro consistence I have (as an author of RcppArmadillo) is more important than the Debian purity here. This is simply a different use case. Please try to just trust me on this issue and accept my decision.
