I understand your need, and it's understandable you want to save 1MB over the 3.5 MB galeon + galeon-common weight, but I fear going down that road of sub-splitting galeon in more and more packages. Things like postinst scripts or lintian overrides come to mind as an additional cost in maintaining the package, and it's clear it would take more time and be more complex to deal with a new sub package for globally the same software. I also fear other might ask for packages with only the translation in their language for example, which would save them something like 1.5 MB too (all other languages wouldn't have to be installed). Finally, the -common split was done to save space in the archive and on mirrors. Hence, I'm a bit reluctant to split galeon-common in two. The dpkg team is working on new features in dpkg permitting to decide not to install some directories on your system, such as /usr/share/gnome/help/galeon or /usr/share/gnome/help, and also on a "CLASSES" feature which would permit to distinguish such files from the ground up. I think this is truly the way to go. Let me know if you understand this decision and if it's ok to close the bug.
