 Thanks for the technical details, it's not about the difficulty of
 implementing it, I gave you other reasons for the refusal which
 altogether make me doubt I will do it:
 - small supplementary cost in maintenance,
 - implementation (you provided some kind of patch to implement it),
 - "-common" is not there to save _you_ space but to save space on the
   archive, acknowledging that I create packages to save space on the
   user system means I could be pushed to ship one package per
   localization, and that's a no no,
 - dpkg might offer two new features which could solve your problem.

 No the implementation itself is not the problem, just a lot of reasons
 which together make it too much effort, risk, and complexity for a
 small (1 MB) gain.
