Unofficially, yes: http://magnet.ofb.net/debian/ for testing and unstable. (I'd be happy to compile packages for the stable distribution if you need them.) Since there still hasn't been a formal release of Gromacs with the PIC problem resolved, and I'm reluctant to upload a CVS snapshot, it's not directly available via the Debian archive.
