the rationale for this is that testing has 3.0.20, and therefore
undoing the change and switching back to gnutls28 would be as easy as
uploading a new gnutls28-source to tpu without any fancy versioning.

I do not know whether this outweighs the version-downgrade. I am not
hard-set on the chosen path and open to suggestions.

Afaiui if I used 3.0.22-3+really... there would be no need at all to
remove gnutls28 from unstable. - Can you confirm this?
