Arggg, I meant hyphen.d ... language.d is the old name and I
always mix them up.

To fix this, please rename
        /etc/texmf/hyphen.d/20latex-cjk-chinese.cnf
to
        /etc/texmf/hyphen.d/20latex-cjk-chinese.cnf.disabled
then run as root
        update-language
        dpkg --configure -a
