Hmmm, that is a problem with texlive-lang-cjk ... this file *should*not*
be included, the correct line is
\addlanguage{pinyin}{loadhyph-zh-latn-pinyin.tex}{}{1}{1}
In which state is texlive-lang-cjk?
Can you call
update-language
as root and see if that helps?

it was replaced and is not shipped anymore, the correct one is
loadhyph-zh-latn-pinyin.tex
