The "Deconfiguring network interfaces...." message originates from the
/etc/init.d/networking script. Given that networking is managed through
wicd, I do not think that service is needed any more. I am going to
disable it in my setup and do some tests.

I suspect that the delay is caused by the "ifdown -a --exclude=lo"
command, which would try to deconfigure all/any available network
interfaces (including wifi interfaces).


PS: Perhaps one reason why I haven't been seeing this issue on my other
laptop is, because it is running systemd as init.
