I want to make sure I do not forget this.

Maybe, simplest thing to do is use tags with attribute in the original
XML file ... like:
  <screen translate="no">...</screen>
  <filename translate="no">...</filename>

Then create 2 source XML: maint-guide.xmlt and maint-guide.xml using
xslt template.

maint-guide.xmlt for translation PO which is based on XML without data
from tags with attribute translate="no" .

maint-guide.xml for build base XML with translate="no" section but this
attribute is removed.

(This is somewhat the same as what I do for debian-reference.  Its
raw.xml is used to create .xmlt for PO file creation and .xml for page
building.)

This needs to wait for post wheezy since some of the contents are
translated by the translator now.  Doing this will break translation too
much.  But why not after wheezy :-)
