Yes, it does sound like that doesn't it? I've asked the Stable Release
Manager if he'd accept an updated package that just had this fix in it. In
the meantime, I've built a backported 3.0.3.

If you add:

deb http://people.debian.org/~apollock/dhcp3 ./

to your sources.list, you can grab the backported version.
