Your fix for #333609 appears to have backfired dramatically: because bracketed architecture lists are legal only in *build*-depends, dpkg-dev kindly swallowed the entire Depends: field. :-/ (See #228125.) I think you'll have to arrange for debian/rules to calculate and supply an appropriate substvar, though there also appears to be precedent (in the form of gnupg) for dependencies of the form xyz | hurd if you just want a quick kludge.
