In case the packages stay as they are right now, I think putting the changes into the release notes would be the standard procedure (as any other larger change). However, having said this, release notes are not read as much as they should, or only after people notice issues. (I'm more asking myself why n-m couldn't be better integrated into Debian and more happily being just installed, which would be the better answer to that - but that's probably not for the tech ctte, even if it would be nice.)
