Yes, the "git instaweb" command uses gitweb.cgi and doesn't require the gitweb package to be installed. The gitweb package configures a gitweb installation. I'm tempted to move "git instaweb" to the gitweb package in wheezy+1. That would be too invasive a change for wheezy.
