Hi,

The items which replaced HAL are Udev, Upower, Udisks... 
(ie: you can have a look here : https://wiki.archlinux.org/index.php/HAL) It is 
most
important to have them all installed in all distributions. (Unless some use 
other
mechanisms I may not be aware of, but in this case which ones ?)

I also think Upower really has to be added in a strategic package so not to 
miss it, and
if possible not as a recommend but as compulsory.
