CPU hotplug in qemu-kvm has been broken for a long time.
For the next (1.2) version, it will be removed and replaced
with the version grew up in upstream qemu.

The patch in that LP bugreport is merely to disable CPU hotplug, yes, but
it is not entirely correct, as it still keeps the capability exposed to
libvirt, which still tries to hotplug CPUs on request, even if this makes
no effect.

I've a question.  Why do you think the severity of this bug is "important"?
CPU hotplug has been broken forever, I think squeeze version is already
broken, and you're the first to notice this.
