The iproute2 behaviour is desired.

The kernel allows net-tools/ioctl to inject alot of bogus configurations.
You just demonstrated one of them.
The entire approach was considered FUBAR and noone is working on adding
extra checks that will just break users scripts here. Instead the entire
ioctl interface, including net-tools, was deprecated in favor of netlink
and iproute2.

When you use iproute2 and the netlink interface, the kernel will be more
more strict and not allow you to set up configurations that will result
in random behaviour.
