Dear Douglas,
I am another user who had scalable-cyrfonts-tex installed on his Debian
boxes.
I also faced the impossibility to upgrade texlive-* packages without
removing scalable-cyrfonts-tex.

In short, I concluded that I can now write LaTeX documents with
Cyrillic characters, without using scalable-cyrfonts-tex: to do this,
I use utf8 inputenc (thus typing Cyrillic UTF8 characters directly into
the LaTeX source code) and obtain vector (Type 1) fonts, thanks to the
cm-super Debian package.
