Please could you enable debug logging (if you don't already have any logging stuff in /etc/request-tracker3.8/RT_SiteConfig.pm, something like Set($LogToSyslog , 'debug'); should do it. Then can you try and reproduce the problem and see if any additional debug logs appear. Please could you also try as a superuser, to see if the problem is reproducible there? If the problem is limited to non-superusers, please let me know which rights the problematic users have (globally and on the queue in question). Lastly, please could you confirm whether you have any extensions or other local modifications installed?
