You can ask it to upstream developers again, but in my opinion they won't like it. More detail, 1. To launch from inetd, daemon needs a specific routine to exit after all jobs are done. 2. CUPS daemon works always at background, not only job spooling. Broadcasting or listening informations on the network, job scheduling, and so on.
