I've tried several combinations to see if the bug exists:
First set:
Package: boinc-manager
Version: 6.4.5+dfsg-3 or 6.10.58+dfsg-3 or 7.0.24+dfsg-1
ii libwxbase2.8-0 2.8.10.1+dfsg-4
ii libwxgtk2.8-0 2.8.10.1+dfsg-4
ii boinc-client 7.0.24+dfsg-1
Result => no bug
(Note that boinc-manager 7.0.24+dfsg-1 was compiled against wx 2.8.12,
so dpkg complains about version, but boinc-manager runs normally with wx
2.8.10)
Second set:
Package: boinc-manager
Version: 6.4.5+dfsg-3 or 6.10.58+dfsg-3 or 7.0.24+dfsg-1
ii libwxbase2.8-0 2.8.12.1-7
ii libwxgtk2.8-0 2.8.12.1-7
ii boinc-client 7.0.24+dfsg-1
Result => has bug!
(Those old packages are all from snapshot.debian.org.)
In conclusion, there is probably some regression in wxwidgets 2.8.12.1.
