Bug#667666: openttd desktop file i18n/L10n much too specific

The locale keys used in the Comment entries of the openttd desktop file
are much too specific. I use locale "de_CH" (German/Switzerland) and got
the untranslated comment because the translation was only available for
the specific locale "de_DE" (German/Germany). The country specification
should be left out if not explicitly needed as in "pt_BR" and "pt_PT".
The attached patch fixes this issue.
