The CUPS remote printer must be detected when OOo is launched, or the printer will not be recognized until OOo is restarted. If the remote printer is online before OOo is launched, all is fine. On my network, OOo on computer A (sarge) prints to a remote printer on computer B. As long as B is online when A is started and OOo is started, printing is fine. However if computer B is subsequently started after computer A, the printer will not be visible to OOo in computer A. $ lpstat -a on computer A correctly shows the remote printer status in all cases, so the bug is in OOo and not in cupsys.
