After upgrading from a previous version without the new directory of
config files /usr/bin/aide is no longer available to non-root users.

Previously it was possible to use aide as a non-root integrity checker
for files on disk.  The new implementation breaks the ability of a
normal user on a system to run aide in their own directories.

Example:

  id
  uid=1000(bob) gid=1000(bob)

  aide --config $HOME/aide.conf
  /usr/sbin/update-aide.conf: line 131: 
/var/lib/aide/aide.conf.autogenerated.tmp: Permission denied
  /usr/sbin/update-aide.conf: line 151: 
/var/lib/aide/aide.conf.autogenerated.tmp: Permission denied
  mv: cannot stat `/var/lib/aide/aide.conf.autogenerated.tmp': No such file or 
directory

Note that I like the idea of having a directory configuration files.
But there are obviously some problems to be worked out in the
implementation.
