I am not sure how debs work, but maybe it is possible to specify the dependency to a minimal version, in this case 5.8.4-5? or a dependency to utf8_heavy.pl file provided by perl-base 5.8.4-5? My impression was really weird, I could not find utf8_heavy.pl on google just because it was very fresh on perl-base :-/ > I now close the bug.
