(http://www.openssl.org/)" Since this policy requirement is really about ensuring that other developers can come to this package and have a way of getting ahold of upstream (and new upstream releases) if necessary, I don't think there's any reason to treat this as RC just because the URL isn't listed at the very top of the file.
