This is not true. Please read my reply to Jakob Bohm.

I have received two complains so far about the dependency of gettext
on libgcj. I've explained the situation to them and I think they have
understood the reasons for the dependency.

However, you are the first person to complain about *build-depends*.
If your local policies are incompatible with the current build-depends,
I would strongly suggest that you change your local policies, as I plan
to add support for C# in a near future, which means a build-dependency
on pnet.
