has caused the Debian Bug report #649087,
regarding gnome-shell plugins can only access /usr/share/icons/gnome
to be marked as done.
This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

when in plugins set an button with:
PanelMenu.SystemStatusButton.prototype._init.call(this, 'fcitx')
Now icon will show, but if modify 'fcitx' to 'media-optical', an icon shows.
there is no fcitx.{png, svg ,...} in /usr/share/icons/gnome
but did be in /usr/share/icons/hicolor.
/usr/share/icons/hicolor is the standard directory, when there is no such icon
gnome-shell should try to find it in /usr/share/icons/hicolor, shouldn't it?

There have been many changes to Debian since this bug was originally
reported. If you are still experiencing this issue with Debian 12 (or
with Testing or Unstable), please report a new bug.
