After some discussions, we (=maintainers) decided to *not* provide an
octave-headers package.[1]
The "octave" package was meant as a simple means for users to install
the recommended version of Octave as deemed by its Debian maintainers.
This means that switches to the Octave package happened without warning
(the switch from 2.1 to 2.9). While most end users either didn't care or
switched to 2.9 already, the header package would be mostly used by
maintainers. Switching this package without warning would bring quite
some grief to maintainers (see #458131). Switching it with a warning
would defeat the package's purpose.
If you want to discuss this further, feel free to reopen the bug.
