Actually the first formal Communist theories were formed in the late
1700's (about 1792 if I recall correctly). Its been a few years since
I read the relevant information, but I could look it up.

I think you meant won WW I.
In any case the Allies who won WWII probably handed it over to the
Soviets at Yalta.
The west was mightily complicit in the staging of the Iron Curtain
and the tragic liquidation of the anti-communists behind it.
