We've always found rsync on cygwin unreliable when used with ssh, so much so
that I wouldn't advise it to anyone. If you can do away with ssh and use daemon
mode then you'll likely have more joy. Alternatively try sfu's version which
apart from the 2GB file limit works well.

involved, just local copy),
