After sending this post I was doing some more looking and I saw an archive items that mentioned the -D option of cygrunsrv. When I ran cygrunsrv with the -D it now seems to work. If I run cygrunsrv -h I do not see any mention of the -D option. I would still like to know how to uninstall a cygwin correctly.
