From my 2 minute perusal of the email archives on this subject, I see nothing that suggests this can't be done and some attempts at doing so. If you're interested in helping to move this work along, then perhaps you want to start here: <http://www.cygwin.com/ml/cygwin/2002-08/msg01581.html> This points to at least one on-going, albeit somewhat external, effort for melding Cygwin and IPv6. There may be others you can find as well.
