I upgraded all packages to current--it was quite a lot after about a year!
Then I got: "C:/cygwin64/bin/convert.exe: error while loading shared libraries: cygMagickCore-6.Q16-2.dll: cannot open shared object file: No such file or directory". The same problem turned up in "cygcheck convert" I reinstalled libMagickCore and now convert is working correctly.
