When is a problem a "packaging issue" and when is it a "bug report"?
- Problems with packaging (omitted files, mis-configured /etc settings,
continuing to include obsolete files, incorrect setup.ini hint, etc.)
should be
reported to 'cygwin-apps'.
- Problems with running an application should be reported to 'cygwin'.
Is this distinction correct? Is is complete?
