This incorporates the patch (slighly modified) Eric Blake supplied for bash completion. There is another way however - bash completion could put a file in the /etc/profile.d...
Anyway, if this is the route Eric would prefer, here it is - if not I don't mind rolling it back. This does not require bash completion to be installed but Eric wanted it in before announcing. Note that changing the skel file doesn't update/synchronise the copy in the users directory...!
