Yes, SourceForge statistics are of limited use - they only capture downloads 
for platforms without a proper package manager (i.e. Windows and Mac OS X) and 
the odd self-compiler and as you point out they have other shortcomings too.

Assuming that Inkscape and Hugin have the same share of users from platforms 
without a proper package manager, we have about 1/20th of Inkscape's recent 
download rate.  Total cumulative downloads is uninteresting and uncomparable 
because the projects have probably started at different dates and because this 
depends also on the release frequency (whe accelerated from one per year or 
less in 2007 to three release cycles with roughly two betas and two release 
candidates = total of 12 releases per year now.

and have you seen an equivalent spike in tracker tickets opened?  and has the 
quality of the opened ticket "evolved"?
