Thank you for this definite answer. I still wonder how the client causes the 
server to notice the new folders (and create courierimap*-files in them), but 
in any case it seems clear now that I have to look for a client-side-solution.

The client does not ask the server to notice anything. The client asks the server for a list all available folders, and the server returns it. When a new folder gets created, it gets included in the list the next time the client asks for it.
