In my experience it is completely useless to make general statements of this nature. Each situation is different. Slow performance symptoms must be analyzed individually, by gathering system statistics and determining whether the reason for the slow performance is CPU load, or I/O load (which may very well be due to paging that results from insufficient RAM).
You will need to run some system statistics and gather some basic data, in order to make an informed conclusion.
