You're right! I want to move all users from one machines to another. NFS is no option.

Just rsync the maildirs. You will also need to migrate your account database as well.

You'll obviously need to disable access to the system for the duration of the rsync. If you have a lot of mail and can't afford the downtime, you'll need to think of something else.
