I also have exactly that:
werewolf:/usr/src/linux# rpm -q bash bash-doc termcap readline
bash-2.04-18mdk
bash-doc-2.04-18mdk
termcap-11.0.1-4mdk
readline-4.2-1mdk
and bash scrolls up one line per char I type when the command I'm typing
wraps the line.
It happens with all terminals (xterm, rxvt, gnome-terminal, powershell).
And space left blank at the end of the line is now 7 chars.
