As defined in HADOOP-16063 we can provide a simple docker composed based
definition to start a local pseudo cluster.
This could be useful for e.g release testing, and integration testing with
other components.
We could easily start a hdfs cluster with this for a sanity check.
Docker compose files can be part of the standard distribution package in the
future.
