Thanks for the review and discussions, Arun and Andrew.
Personally I would prefer #2, since I think this would minimize user surprise,
and make things easier to maintain, both for developers and admins. This way,
we can treat this as a bug fix, and put it into 2.x. #1 will be incompatible so
we can't do anything until 3.0. m2c.
