Review Comment:
   It is explained in `StagesTestBase`. Basically each test starts from an 
clean environment where these `_stageRoots` is empty. That way each test is 
self-contained and easier to read.
   
   Suggestion: We can rename `plan()` method to `when()`, which is a more 
common name in Given-When-Then tests. Do you think that would make it easier to 
read?
