i found what caused it, and am able to fix it. i don't know why it causes
the issue though.
we have `dataDir` and `segmentTarDir` but then we also have extra configs
```
pinot.server.instance.dataDir=/var/pinot/server/data/index
pinot.server.instance.segmentTarDir=/var/pinot/server/data/segment
```
if i remove these two extra server configs then segments are stored at a
path with table name in the path :shrug:
